No, actually, the Starlights are 100% female. Only females can be Sailor Senshi.

In the manga, they’re simply crossdressers and their gender never changes. However, in the anime, they made things more complicated by having the Starlights actually change gender when they transform. But the Starlights were female before they came to Earth and they leave Earth as females.
