The girl on the top is Honey Kisaragi, the main character from the very influential and popular series Cutie (or Cutey) Honey. Cutie Honey has many different incarnations and different series making it up, one of these being Cutie Honey Flash, a series that took Sailor Moon’s old timeslot (which was left open after the finale of the Stars season). Unlike previous Honey incarnations, Flash was more traditionally shoujo and magical girlish, unlike the previous incarnations which were seinen (meaning the demographic was young men).
When Stars finished, many of the animators for that season transferred onto Flash’s team, including Miho Shimogasa, who drew both of these girls. Consequently, Honey looks quite a bit like Minako! ;P
