The Sailor Moon character who you voted as having the best hair is Sailor Galaxia!
Although Galaxia is most commonly seen with her hair up in several small buns that form a sort of crown on her head, it is suggested that her true image features beautiful long flowing hair that blends from pale orange to deep red as it goes further down.
In the anime, this form is something that isn’t really meant to be seen by anyone else— members of the Shadow Galactica that see her this way worry that they have seen something they shouldn’t have. Once Usagi has defeated Chaos and banished it back to where it belongs, Galaxia’s hair is released from its buns and cascades down as if to represent the freedom she is now able to experience outside of Chaos’ control.
In the manga, Galaxia often uses this form when she communicates with Usagi, and it seems to represent the ambiguous nature of her character.
It’s interesting to note that she is the only senshi to have a different hairstyle while transformed than she has in what can be viewed as her “civilian” or perhaps Princess form, with the buns while transformed and loose long hair when not transformed. Aside from the addition of odango covers and clips to Usagi and Chibiusa’s hair when transformed, no other alterations are made to the hair of the senshi when they transform.

I love this panel. Eternal Sailor Moon protecting Sailor Chibi Chibi and Sailor Galaxia. Despite the fact that Galaxia is her enemy (not to mention the fact she was trying to murder her earlier), she has fainted and Usagi refuses to stand by and allow a defenseless person to get killed. So she protects Galaxia with the only thing she has left: Her body.
I also love how Usagi is holding Chibi Chibi. It’s so protective and maternal. She’s holding Chibi Chibi close to her chest and is clutching her tightly. Throughout the Stars arc, it’s clear that Usagi has very strong nurturing and protective instincts towards the little girl and mothers her. It’s different from her relationship with Chibiusa; not better or worse, just different.
This panel is powerful because it shows that not only is she willing to sacrifice her body for Chibi Chibi, the child who is now all she has left, she is willing to sacrifice it for the villain who is the one who stole everything away from her in the first place.
